Rate Study Information
In November 2021, the Board of Commissioners retained Raftelis Financial Consultants, Inc. (Raftelis), formerly Public Resources Management Group, Inc. (PRMG), to perform a water and wastewater revenue sufficiency and miscellaneous charges study of behalf of the District. The purpose of the study was to identify any monthly service rate adjustments necessary to recover each individual system's annual revenue requirements, and to evaluate the level of miscellaneous utility charges. This was done is accordance with Chapter 367, Florida Statutes.
The Board held a rate study workshop on July 20, 2022, to review and discuss the findings of the study. The Board held a subsequent hearing during their August 17, 2022, regularly scheduled Board meeting to consider additional scenarios and adopted a rate increase of 9.5% for water and 9.5% for wastewater for FY 2022-23, FY 2023-24, and FY 2024-25.
The Board employs a 3-year re-analysis strategy to evaluate changing economic, financial, and regulatory conditions.
Miscellaneous Fees Information
As stated above, the Board retained Raftelis to evaluate miscellaneous charges in addition to the service rates. The findings of the analysis were reviewed and considered at the September 21, 2022, regularly scheduled Board meeting.
On May 15, 2024, the Board adopted Resolution 2024-02 which includes revisions to the tampering fee and the broken backflow repair fee.
